1. Introduction Governance is the government’s ability to make and enforce rules. It is also to deliver services regardless of whether that government is democratic or not. If it is conceptualized simply then it is the process of decision-making and the process by which decisions are implemented or not. It is known that public policy processes are made to run the governing system and implantation of the policies are the signs of good governance.
